Thanks a lot for catching this! You're right: the club picker and the board were using two different calculations for the target. The board's target (11th or higher for Fulham) is the real one, the one your season budget depends on. I'm fixing the picker so it shows exactly the same objective, it'll be live in the next update. it was the target mismatch on my first try, top 6 in the picker and 11th or higher on Fulham's dashboard. i hadn't played a match yet.
