How votes are counted

Candidates are counted in the order you rank them. When a candidate has enough votes to win, the unused share of those votes transfers to the next available choice. Votes for an eliminated candidate also move to the next available choice. A published order settles ties.

This is single transferable vote (STV). A candidate wins a seat once they hold more than their share of the ballots; leftover support passes to voters’ next choices, so no vote is wasted.

Nobody is seated unless at least 2 ballots rank them somewhere, or a fifth of the ballots counted if that is more. Ballots that rank only candidates who withdrew or weren’t eligible when voting closed still count toward the votes needed for a valid result.

If two candidates tie, an order drawn by lot when voting opens decides.

The draw was fixed before anyone could see the candidates: its code (a sha256 hash) is 6068a3f4b3cfc02491e062876d97ca5aa2e74b4637c7aa632173ba3a4681cfa6.
